He wants a coalition he put together to back him rather than rely upon the old one . What brings disparate groups like Maliki, Sadr and Mutlaq's National Dialogue Front together are their opposition to the Supreme Council, their belief in a strong central government, and opposition to the Kurds. Why those two would join with Maliki who has opposed them before also rests on being able to have access to power. Something they would otherwise be denied.&lt;/p&gt;
&lt;p&gt;I would also dispute the claim that the Islamic Party (IIP) did badly in the provincial elections. In 2005 the IIP walked away with control of Anbar, and came in 2nd in Diyala, 3rd in Ninewa. In 2009 they finished first in Diyala, tied for first in Salahaddin, 2ndin Baghdad, tied for 2nd in Anbar, 3rd in Ninewa, tied for 5th in Basra. So while they lost control of Anbar, they will gain control of Diyala and Salahaddin, and have seats in Baghdad and Basra which they never had before. &lt;/p&gt;
