The 2008 Money Race: Still Closer Than You Think

In Iowa, one of this year's White House hopefuls is outspending his rival by $700,000 on television advertising. In Missouri and Wisconsin, the same contender leads by half a million. In Ohio, the gap is $1 million, while in Pennsylvania, it's even larger: $1.5 million. And in Nevada and New Mexico, the candidate in question currently holds a whopping two-to-one advantage over his opponent in on-air investments.

His name: John McCain.

For all the pundits who predicted that Democratic nominee Barack Obama would crush McCain in the general-election money race, this should come as something of a surprise. After all, Obama raked in a record-breaking $280 million during the primary season; McCain's receipts totaled a measly $120 million. But as the last few months of federal fundraising disclosures have shown, "the real surprise" of this year's cash chase--as I wrote on July 11--is that "it's much more competitive than anyone expected." And the latest numbers are no expection.

While Obama netted a massive $51 million in July--again clobbering McCain, who racked up $27 million--the important statistic to look at is the combined amount of cash-on-hand for each candidate and his party (i.e, how much is actually available to spend on getting the nominee elected). In this case, the totals are nearly identical: the Republicans finished July with $96 million in the bank ($75 million for the RNC, $21 million for McCain) versus $94.3 million for the Democrats ($25.8 million for the DNC, $65.8 million for Obama). Bottom line: neither candidate is struggling financially.

That said, a tied race is better news--at this point--for McCain than it is for Obama. Why? Because on Sept. 4, the Republican nominee--who opted into the public financing system--will receive a check from U.S. taxpayers for $84.1 million. Obama won't. Going forward, this gives McCain two advantages over his Internet-fueled rival from Chicago. For starters, he's free to spend his entire savings ($21 million) plus his entire August fundraising haul (another $25 million or so) before the Republican convention; that $45 million kitty, which can't carry over into the general election, dwarfs Obama's estimated budget for August (about $30 million). That's why McCain has been clobbering Obama on the airwaves in an array of battleground states.

Secondly, for the final two months of the campaign, McCain will be able to stop detouring from the trail to attend private fundraisers, relying instead on $42 million a month in public funds plus an estimated $130 million from the RNC to see him through. In other words, McCain will have far more money after Sept. 4 than he's ever had before--and he won't have to work for it. Obama, meanwhile, will still have to step off the stump for glitzy fundraisers like this week's $7.8-million bashes in San Francisco if he hopes to continue raising $50 million a month--which is what he'll need to keep up.

The big question, of course, is whether McCain's surprising cashflow will actually help him get elected in November. So far, the signals are mixed. According to RealClear Politics, McCain has built slight leads over Obama in three of the swing states where he's invested more heavily in TV: Ohio (1.5 percent), Nevada (three percent) and Missouri (2.3 percent). But in the other four target states--Pennsylvania, Wisconsin, Iowa and New Mexico--he still trails by at least five percent and shows no signs of gaining. As Evan Tracey, the chief operating officer of TNS Media Intelligence/Campaign Media Analysis Group, told TPM Election Central earlier this week,  "the concern for McCain is that he's outspending Obama... but not building any real leads in these states."

On the other hand, the DNC's war chest is significantly smaller than the RNC's, so Obama will likely wake up on Sept. 4 trailing McCain by more than $80 million. ($84 million in taxpayer funds + $80 million in RNC savings = $184 million for McCain, while $50 million in campaign funds + $30 million in DNC savings = $80 million for Obama.) There's no doubt that the Illinois senator can more than make up that gap in the two months before Election Day, especially by tapping early, maxed-out donors for a quick infusion of general-election cash. Whether it's good for his campaign to be grubbing for money while McCain spends his time appealing directly to voters--that could be another story.

UPDATE, 7:47 p.m.: It's worth remembering, as reader not.Brit does below, that the RNC's funds won't be spent solely on McCain and that Obama is investing heavily in the "ground game"--voter registration, turnout efforts, etc. That said, the massive money gap between McCain and Obama simply never materialized, and it will be Obama, not McCain, who has the most ground to make up this fall. (Especially given that the RNC's turnout machine is already a proven commodity.) Bottom line, though: this election won't be decided by who has the most money--it'll be decided by how that money is spent. Whether Obama's efforts to expand the map outweigh McCain's largely negative messaging remains to be seen.

This is a silly, alarmist prediction. Nothing in Obama's platform, campaign, or history shows that he would push for strict federal management of guns. Period.

2). In God We Trust will be removed from all currency.

As a church goer myself, I still can't figure out why this is a bad thing. What is Caeser's is Caeser's, after all. God doesn't belong on our money in the first place, so removing him would actually be more in line scripture.

3). He will renege on his pledge to Israel and leave them to the wolves of  Islam.

Again, absolutely no basis in reality.

4). Hillary Clinton will be named to the Supreme Court.

That would more disastrous than Bork. Even if the Republican outcry didn't force him to withdraw her (ala Harriet Miers), the nomination would be filibustered. It simply wouldn't make sense to nominate Hillary.

5). Tax rates will surge to the highest  levels in 30 years.

You mean, after 8 years of Bush's insane and schizophrenic economic policy (or complete lack thereof) and throwing $12 Billion a month into Iraq, Congress will have to make tax adjustments? You better hope so if you want to keep your roads. Republicans are the party with the spending problem, not Democrats.

6. Capital gains tax will be at least double current levels.

Capitol gains tax is half what I pay in income tax, so even if it was doubled (as billionaire Warren Buffet has suggested) it would actually be more in line with taxes that regular working citizens pay.

7). Retired Army General Wesley Clark will be named Secretary of Defense.

Again, why would this be a bad thing? I'm sure you are personally deeply hurt by his attacks on John McCain, but this has no relationship to his effectiveness as a General. He has 35 years military experience and was Supreme Allied Commander of NATO. He is a respected and decorated vet. He also happens to have been Valedictorian at West Point. You may not like the guy, but he's a hell of a lot more qualified than Donald Rumsfeld or Dick Cheney.

8).  Our borders will be open to all comers especially from the Middle East and South America.

They aren't now? President Obama has promised to do the one thing that could stop the flow of illegal immigration, which just so happens to be the one thing President Bush is unwilling to do: Hold accountable those companies who hire undocumented workers in place of American citizens. Remove the intensive for regular folk to come here, and we'll actually be able to patrol our borders effectively.

9). Amnesty will be granted to all illegals in the U.S, regardless of status or even gang membership (think MS-13).

Not true and not part of Obama's platform. It was President Reagan who granted blanket amnesty and no U.S. President is likely to repeat his mistake.

10). Our presence in Iraq will come to an abrupt end with tragic results though their citizens and devastating consequences to our military.

The Iraq War is CURRENTLY tragic for Iraqi citizens and HAS ALREADY HAD devastating consequences for our military. This is one of the most backward arguments proposed by supporters of the war. It is time for the Iraqi government to take responsibility for their country, and it's time for us to stop wasting money and lives in a civil war. We caused the problems, so we should help with the solution: Political reconciliation, diplomatic advancement, financial aid, and training. I don't want to lose any more friends to this war.

Then something happened.  Lyndon Baines Johnson,  that turned my life around and gave me pause for the veracity of a party that lives and feeds off of the most unfortunate among us. Some of them are in their positions in life by their own choosing, others by outside circumstance. But always, always there was a door open to them, to reach for new heights, achieve new goals, change their lives for the better.  Similarly, there have always been the bottom feeders, doing what they could to take advantage of those who had not or have not seen better days, nor realized that they in fact were the masters of their own destiny.

These unfortunates had come to believe that they were dependent on people in Washington, who would look out for and take care of them.  They waited and still wait for all those promised freebies.

Most people don't reflect upon the fact that the Democrats ruled Washington for over 40 years; it wasn't until 1994 when the so-called Gingrich Revolution changed  but only for a while. These same people do not realize that it was the Democrats who created the failed policies of the entitlement programs that are now falling apart before our eyes.

Do not think I find the Republicans blameless in all this. They, too, suffer from the ego and greed built into our system.  But in the past few months I have listened with growing horror to the railings of the left, calling for yet more giveaways, more promises of a proverbial free lunch.  What sums up my feelings, why I am appalled by those in political power is contained within a quote by basketball legend and talk show host Charles Barkley.  'Poor people have been voting for Democrats for the last fifty years...and they are still poor.'

Now, with our elections, come yet more new promises of change we can believe in, for the future.  But if you really, I mean REALLY listen to what the new messiah is asking for, it is not change of policy or change for the better.   This is a warning that he wants our change.  And the change you will get will not be the change you expected or wanted.  I leave you my predictions of what  will happen if the junior Senator from Illinois becomes President especially if the House and Senate are veto-proof Democrat.

Are you honestly trying to say that McCain has taken the high road? Because I don't think you've been paying attention. McCain is running a presidential campaign using government tax money. Obama is funding his campaign using volunteer donations. I think Obama's plan is better (both politically and fiscally). I would also point out that until three months ago, Republicans argued that a publicly financed presidential campaign was not only a bad idea, but violated the First Amendment.

This is the first time that the presidential money race has been measured using the combination of the candidate's coffers and the National Committee's cash on hand. In fact, money raised by the Committees was referred to as "soft money" until recent history. The only money race that counted was what the candidates themselves had brought in. The National Committees are playing an entirely different game. To be honest, I have no idea why it's different this year.

And I shouldn't bite, but I can't help myself. Please, show me one single person or one single instance where anyone anywhere ever said or even implied that Barack Obama is the Messiah. Just one. Anywhere. I dare you. It's not only a baseless charge, it's offensive to those of us who believe that Jesus Christ is the Messiah.
