Civil Wars Worldwide Are More Likely to Recur

The age of peace is growing more and more fragile. That's the new warning from the University of Maryland's Center for International Development and Conflict Management, which had previously documented the sharp drop in the number of post-Cold War conflicts to a low of just 20 in 2004. That number spiked back up to 27 the next year and has stayed stable since, but with very disturbing indicators for the future, according to the center's 2010 report. All of the 26 current conflicts, from Afghanistan to Congo, are new or ongoing outbreaks of old civil wars, suggesting that the global subculture of violently failing states is growing more entrenched. And the vulnerability of the 25 nations most likely to see outbreaks of conflict in the near future—measured by factors long associated with war, like unstable governments and hostility to free trade—has spiked in the past two years. 

The big reason for this spike is the unfinished march of democracy. Nations that start to build democratic systems are highly volatile in the early years, as Kenya proved by moving quickly from ballots to ethnic bloodshed early last year. New democracies now most at risk of following the Kenyan experience are Congo, Burundi, Mauritania, Guinea-Bissau, Nepal, and Kyrgyzstan. Another reason is violent neighbors: Burundi's risk is up because Congo is at war.

One answer, the study says, is to make sure that young democracies are growing more stable in other ways. The most dramatic drop in risk of war came in Iraq, where a fledgling democracy nonetheless managed large gains in other risk factors, mainly economic openness and preventing infant mortality. The nation most at risk remains Afghanistan, where democracy has done nothing to improve lives, virtually assuring that the war will continue.

Another answer is that the world community needs to work harder to stabilize nations struggling to calm down after the shooting stops. This has helped in Serbia, where efforts to bring the Balkans into Europe have lowered the war risk. Indeed the urgency of working to reduce tension in postconflict societies is dramatized by what is not happening: there are no new wars, and no wars between states. Only old civil wars, all in danger of recurring, again and again. More and more, the troubled class of failing states is all the lone class of warring states.

America Will Continue to Spiral Downward

This information is true and obvious to a casual observer.  I live through this denial of economic freedoms and justice by America on this US soil.  I had served in the military for 21 years and I’m paying property taxes on lands while being denied their economic use.  Until the officials in government recognize their contemptible greed, repent, and do justice America, like Guam, will continue to spiral downward.

After more than 50 years of limited self-government under an organic act passed by the United States Congress, Guam is still a very dependent territory.  It is largely reliant on the military for its economy, and most of those who don't work for the Army, Navy, or Air Force have jobs in the overstaffed local government where greed and sometimes corruption have overtaken service.

The elected government officials, both local and federal, have certainly been quick with prideful boasts and plentiful propagandas.  The bumper sticker that fits their character and demeanor is: “NO FEAR.”  They run the “most powerful” country in the world, which gives them the right to be arrogant and above the law.

They have not learned any lessons from their traitorous acts against the people of Guam.  They transformed Guam into “a get rich spot” for the outsiders.  Shysters in the government and the private sector have been capitalizing on the disorder since World War II.

It goes without advertising, “Come to Guam and get involved in the land taking.”  Their hidden agenda, if written, would have easily been in a form of advertising:

Practically no one wants to have a good government in place.  I remember a fellow REALTOR telling me, “It’s like that everywhere, Tony.”

Everyone celebrates “Guam Liberation Day,” which was actually liberation for the crooks to do as they please.  Money talks, the other kind walks, even on wetlands.  The officials of Guam EPA, like all the rest, look forward to Guam’s 66th “Liberation Day” anniversary.

Somehow I knew since I was a boy during World War II that a property right is everything to a man.  It has been my passion ever since to have the sanctity of private property restored after America took it by force from the people of Guam.  My entire life is expended trying to defend what’s left and to restore what was cruelly taken on this US soil.

All the struggles over the years to restore property rights were and still are obstructed by government officials.  It is like a lifelong archeological dig for me looking for the treasures in property rights.  The dig would have to be finished by posterity - people in future.

America went after the most defenseless people and devoured their fundamental rights without rendering justice or blinking an eye.  America did it under pretense of peace, freedom, and security.  Yet, we are no more secure than ever.

The fighters for “freedom” – the men and women in uniform on the field surely understand that, but it is impossible to prosecute Congress, The White House, and Judiciary.  Besides, they always have the backing of the top officials, which they fund, including and not limited to the DOD, Homeland Security, CIA, FBI, all the Intelligence Operation people, some major corporations, and the mainstream media.

It’s hard to believe, but the above is what the politicians don’t want you to know.  They are  capitalizing on the disorder.  They continue to deny economic freedoms and justice under the guise of “national defense,” which is preposterous.  The attacks on 9-11 are the proof.  Even the Pentagon was heavily damaged with casualties.

To all of you in this crazy turned upside down economy we are in:  Until America recognizes its reckless greed and cease all practice of abuse, America will continue to spiral downward and will face condemnation like its “mother country.”  America has repeated the history of England, which gave birth to America.

The Marines from Okinawa should be moved to Afghanistan where they are needed rather than to Guam where it would only do more havoc.
